For safeties, do you want Man Coverage Awareness or Zone Coverage Awareness?

Side question: How much Coverage Tech is needed for them?

Well...that depends on what defense you run and which safety you are talking about. Is the SS gonna play man and cover the TE? Is he a run stopper? FS is usually center field and plays zone, unless you only run with a few DBs due to S*s.

You need to provide more info.

And I think coverage tech is useless in zone. I have never invested 1 SP in my players who play zone.

It depends on your defensive scheme, really. I have a SS that's basically just a CB in terms of skills (heavy in man coverage awareness) since TEs are so huge in the Journeyman game. My FS is high in zone awareness since a lot of our blitz plays rely on the FS over the top in zone coverage.

100 of course. All the skills have to be maxed out or your guy will suffer.

Again it depends on what you're going to want them to do. If you're building a SS to blow up those pesky outside run teams you might not need a lot of Coverage Tech, whereas if you're building one to run with a S* TE then you're going to need a lot of it.
