I think it depends on the tier. Rookie/Soph I'd say CPU. Beyond that the difference is noticeable and I'd take the thoughtfully allocated SPs.

Only rookie. Sophomore there is a clear difference.

I would say always the human (barring they know what they are doing) and further more this doesn't make much sense because at rookie the boosts aren't that big of a deal imo. Rookie and I think soph were the only tiers I won titles with my non boost teams.

You could win a title and be a top 10 team with cpus in rookie. Easily with unboosted humans. But probably not gonna last long with cpus in sophomore. Zero chance of being a top team.

I think I was top 5 soph with unboosted, but then dropped out of top 5 the rest of the seasons

Ya there have been a number of unboosted tip 5 teams in sophomore. CPU tho doesn't work as well.
