This is actually happening too often, the guy who lays the hit that causes a fumble almost never recovers it, the guy who lost the fumble is more likely to do so. That second one occurs 0 times. If the hit is strong enough to take the offensive player out of it, aka not a strip, the defender laying that hit is also going to be taking a bunch of punishment and headed to the ground all the same.

And if it is a strip, the offensive player should have just as good a chance to recover as the stripper, both players should end a strip interaction standing, unless the strip happens as a succesful tackle is occuring in which case again the defender is going to the ground with the offensive player and should be able to 'resurrect' himself to dive at the ball in such a way.
