I'm talking about the "Powered By" skill on the SAs. What is the purpose of this skill? I know it is used to activate the SA, but is that all it does? Does the level of the skill have an impact on how strong the SA is?

Example:

Power Through SA is powered by Power Running. On Gold PT, you get +15 to Power Running from the description. If PT fires, do you always get +15 Power Running or does it very depending on how high your Power Running is?

In my opinion if it is an "active" SA that specifically adds to a skill, like PT, then you always get +15 power running no matter how high PR is. It will just fire more frequently the higher PR you have.

With Stiff Arm you can have 100 Carry awareness and it will fire all the time, but with base power running it will be ineffective. It depends on an SA by SA basis.
