I see alot of players of stuck at a mid level, and don't know what this feature is for, let's say you're this player http://glb2.warriorgeneral.com/game/player/187885, see how he is a rookie (0) but he has played a couple games and the bar is slightly filled, this guy is too high of a level to play on a rookie team and too low to play on a sophomore team. Well he's in luck, between day Day 49 and day 50 of the current season, a feature pops up call catch up, this feature will increase your player to the next level, you will get the equivalent XP to add to your player, now you can get on a team at the same level everyone else it.
