It says PUP cannot play on human controlled teams. Once they level up to 25, can they play in the Vet leagues? Those are not controlled by humans.

I haven't. Usually retire them after 15 or so Vet games.

If they're unable to sign to teams up until then, what makes you think they magically will be able to when they turn to legend?

No. Sign up for PU game button still there though.
