Team is balanced and runs the ball a good amount. Looking for a QB that effects all players on the field but has excellent pass percentage with quick sure passes.

Basically, you want high Pass Tech and high Pass Consistency. High Pass Accuracy should also help though there's been some testing that implies it doesn't have much value. The safe bet is to have it at this point.
Leadership helps with handoffs and energy/morale drain but ever since Leadership got nerfed and morale gravitation started, you don't need excessive values here.
Pass Awareness probably helps, but again there's evidence that low values are fine.
With the S16 changes, I'd get some decent Pocket Awareness so you can roll out of the pocket away from pressure better and trigger On the Run SA. Footwork and Sprinting help.
