They'll always boost. I'm only making a few true boosting players, running the rest for S* points minimizing expenses on them, but those who have boosted will stay active and boost as long as they have a human team. All I ask from a potential signing team is that they look like they have a chance to not suck. You don't have to be world beaters: "If everything breaks just right, we might possibly make the playoffs if we're really lucky" is good enough. Half the team being cpu players or something, not so much.
My other players, except one I signed to a team (and a free Rookie), aren't boosting, but being run for S* points. I won't bother to list them here and I don't expect them to get offers, and most of their builds are closed (but can be opened by request). But if you're desperate enough to sign an unboosted player, they may as well play for you rather than a cpu team.
