I have a few spots open on my Rookie team that is going to move up next season. Was going to just build them myself but when I went to build players it makes them Rookie level 0? What am I missing here?

Looks like they stopped the ability to leapfrog a season with zero games played. I'm guessing if you had built them yesterday it would've been fine.

If you build them and sign them to a CPU team they can get a game in and catch up in the offseason.

No change from prior seasons - you've never been able to build a player on the last ladder day of the season without him being level 0 (the "Experienced" button has always gone away) - you could've still built a soph player by playing a game today with your level 0 player then skipping tier in offseason.
