Do higher level SAa require a higher SP investment to fire consistently? For example: First Step. Will gold First Step w/ 50 Quickness fire at the same rate as bronze w/ 50?

Higher investment in the skill that powers the SA and higher levels in particular said SA will both increase the fire rate.
If you read the description on first step it says 15% activation chance at bronze, 30% at silver and 50% at gold.
The higher you raise your quickness the closer you will get to reaching the max activation amount based on what level you have the SA. In regards to the exact amount that is needed, nobody knows.
Edit: although thinking about your question I am guessing you are asking if you never raise quickness again is it worth raising the SA to silver or gold? That is tougher to answer and might require some testing. Looking at my WR with Gold First step and 63 quickness it appears to fire at around 40% (12/30) after browsing a game. Small sample but I don't feel like looking more. So at 50 quickness I think it is worthwhile to silver it at least and possibly even gold depending on your other options.

She has 50 quickness and Gold First step. I went through 2 games and counted 18 first steps out of 77 snaps for a 23% rate. I am just counting at the very beginning of the play and the first chance for it to fire. I can keep counting as the season goes along and get a bigger sample.

I've had the view ever since S4-S6 that you want your highest level skills powering your Gold SA's.
So anything that's a Gold SA should be powered by a skill that is 75+.
Silver SA is for something that's in the 50-75 range.
Maybe I'll go back and look through Belgarion's career and see what his First Step fire rate is. But that's like 10,000 vet plays.

Also something to consider is if an SA only has one chance to fire, or if it has a continual chance to fire all play.
Some SA's, like power through have a chance to fire anytime a defender is within a certain range of the ball carrier, or Mr. Reliable which fires anytime you are within a few yards of the LOS or 1st down marker, so it has an open range of times to fire. While certain SA's like Prime Time only have one chance to fire upon attempting the jumping/diving catch, or how Monster Hit only has one chance to fire upon the tackle.
So when you are trying to make something fire that should be considered, as a HB with even mid 30's carry awareness can get Mr. Reliable to fire due to the wide range of times it can attempt to fire. However a DLineman trying to get Beat Down to fire would want to have near maxed intimidation to increase its firing chance since that D-lineman only gets one try to make that SA fire. That is something to consider when deciding how high to build skills. You don't always need to max out the skill required to fire your SA if it has multiple chances to fire in the play, whereas if the times within which that SA can fire are rarer or are not continuous then it would be more beneficial to max out that skill, even if its just for the one SA.
