Depends on position, but for most instances you want to gold SA's. I actually really cant think of a good example for 3 Silver and 1 Gold SA, but I'm sure they exist, however 2 gold 1 silver is preferable a majority of the time.

One gold I find it always works best to try to have a feq high level sa then a bunch of low level sa

It's rare that a Silver is close enough to a Gold to be worth it imo.
They exist, but typically only one SA per position or archetype. Since a fully boosted player will end with 2 Gold and 1 Silver anyway, you can already take that good Silver alongside Golds.
I would only really consider 2 Silvers over 1 Gold if I was not AP boosting the dot.
