Yes.

You can test out crazy builds and see if they can even function on the field. You obviously take the CPU games into account when assessing results.

You yourself were asking how a CB can get away with such little sprinting. Answering that question is what PUPs are about, not how to tweak a tried and true cookie cutter build.

My question is most about how the fuck it is even possible that a 30 speed CB can cover Wrs with 90 speed. It just makes no sense. PUP or not. that shouldnt work and that CB should allow a reception every play.

You've honed in on one of the biggest arguments by the GLB Classic holdouts. There is no definitive proof that spending SP actually affects play of the field. The fact a 90 Sprint WR doesn't obliterate a 30 Sprint CB is the type of thing they point to.
