Ok, so I finally tabulated my test Ps results. This is from a full Vet season. Pain in the ass watching 216 replays...

Punt Hands 57
Punt Accuracy 59
Punt Power 58
Punt Consistency 77
Conditioning 25
Heart 83
Intimidation 64
Inspire Fear Gold
Cov. Com. Gold

Punts: 216
Returned: 124
Cov. Com. Fires: 100
Inspire Fear Fires: 53
FFum: 1
FFum after IF firing: 0

CC fired 46% of the time. Tooltip says up to 60%. Didn't really get that close to that.
IF fired 43% of the time. Tooltip says up to 75%. Pretty far away from that.

Conclusion:
Given IF seems to fire a lot less than the tooltip says it will, and how hard it is to get high Intim caps on a P, and how expensive Intim is on a P, not really sure it is worth it. Net net, all that investment results in zero FFum over the course of an entire season.

Oh yeah, I made sure to run all PUGs in sunny/cloudy weather, so no precipitation to boost fumble chances.

Pretty much what I expected after seeing strip tech results on D'Hara. I'm pretty freaking happy at how well we've done with soooooooooo many SPs invested in forcing fumbles on that team (with how little ff actual happen equal to investment).

With 83 heart, you'd expect CC to fire 49.8%. So it was 3.9% off. You got a bit unlucky, but it's reasonable.
With your intimidation, you'd expect IF to fire 48% of the time, you were 5% under that. Also unlucky.

Just checked and here are the only two punts all season where a fumble was forced (Inspire Fear fired both times):

Keep in mind, the guy forcing these fumbles has Gold Monster Hit and 95 Power Tackling. Given that, I don't think Inspire Fear is worth it to build around.

I know everyone assumes activation chance works that way, but I've done experiments on it and they don't confirm that hypothesis.
