Can a player break a tackle through simply having a high elusive running skill?

From what I've seen it just seems like power tackling gets you broken tackles while elusive gets the other guy missed tackles. I'm not sure if I've ever seen the juke ability used while in a tackling situation.

Both elusive and power running can result in broken tackles

the answer is yes. Balance may play some roll in breaking tackles as well.

Elusives tend to get more "sudden" broken tackles. Power Runners tend to drag folks for a bit before they break the tackle.

Elusives are significantly less reliable when it comes to breaking tackles than power backs, but for some weird ass reason, when an elusive breaks one tackle, in my experience, they break like 5 in the same play. It's weird with elusives.

I put Brace for Impact on my Elusive back and he breaks tackles about 30 - 40% of the times it fires.

It seems that Elusive backs fumble a lot less than Power, would Mr. R and B4I not be a bit of overkill?

not for the anti-fumbling though, just for the tackle breaking without needing power running.

Causation /=/ Correlation.

B4I fires before tackle attempts. Elusive breaks tackle. Agent assumes B4I caused the broken tackle.
