How does my player "catch up" to a higher tier?

It will become an option on the player page in the offseason.

Along this topic.. My team needs a center but when I create one to plug the hole.. it didn't offer me the chance to "ketchup" now I have a rookie center on my sophomore team.. can someone help me on this? Last year I was able to plug players in and I always got the catch-up option (I think)

You have to have played atleast one game in the prior season in order for the catch up option to show.

yeah, you can only "catch up" if you have something between 3.3% - 96.7% of progress to the next level during the offseason. If you're at 0%, you're at an even footing with a tier of players.

It's intended to help players stuck "between" tiers.

If you find a way to get that guy to play in an extra game then next seasn he should be a game into soph and have the catch up to seasoned option I believe.
