So i get it that from rookie to Soph all teams promote blah blah blah.... But what happens Between the top 2 levels? I mean arent teams at the top for more than 1 season?

With a fully boosted team you get 2 seasons at vet. You just stay in vet unless you check the reset box. Then it's just an option to career boost or re-tool. You can sign any level player. Some position make since to have a lower level player. (Kicker/Punter)
Same thing as lower tiers. Leagues are folded as there are 12 CPU teams in the veteran tier. The remaining teams from the folded league are randomly dispersed between the remaining leagues.
