Though I bet in about 3-4 seasons there will be a LOT less fumbles and KL at WR/TE than there are now just by simple build plan changes.

Actually I have forced more fumbles in league games (15) this season than Rusty has intercepted balls (14) in every game this season. So the INT chance could improve crowd probably has a decent point considering I am one of the people actually putting into this skill.

No idea. KLs are buggy as it is with the sim having trouble recognizing when to switch from "reception mode" to "carrying mode". I still see KLs happen after carrying the ball downfield for 10+ yards.

I think I remember seeing Corndog mention it does, as well as tackling technique. How much they influence KL is different for each. My vague impression is that how much they influence KL goes like this:
Power Tackling > Strip Technique > Tackling Technique.

You are right. We only recovered 11 of those 15 fumbles. (in league only)

My anecdotal info is yes.
I max Power Tackling or Strip on all my CBs, depending on their role. Both seem to help in creating KLs.
