A middle ground can be made here but only if the ELO is sped up for shitty teams(less then .500).

I think it to be possible to not ruin the ladder system by playing the top 5 in your own ladder and play 10-12 games vs teams a tier/s up but hinges upon the above happening.

If not, in no way do I prefer to play my own tier below me. I'd rather take the roll chance of playing up against a shitty vet team in hopes of getting a competitive vet team.

If you werent #1 in the ladder, would you rather play #1/other top team or random vet team? Thats the real question

I haven't always been #1 week over week. My mind set was always the same though. Hoping the ladder roll gives me a chance to play up no matter the tier. If I lose, I was meant to lose. Starting from Rookie, I wasn't really interested in rivalries. My hunger was more on beating and being the best.

Inter tier games are pointless. If the teams arent on equal footing SP wise the game isn't fair at all. Who cares how many poorly ran Vet teams you beat, all that matters is how well you play against well-run teams in your own tier. Every game you play against a higher tier team is a missed opportunity for a lower ranked team in your tier to prove themselves against you.

It wouldn't matter if I beat a well ran Vet team?

Not really. That game would be better spent defending your tier title than beating up the middle ranks of Vet

Agree with all Mysterio said.
