My suggestion would be to get Rec Skills first and then pump Sprinting. Though I think you should maximize your Spring Board Trait. In reality, you've done what a lot of people do: you have a mismatch of Attributes, Traits, SP Investment and Role for your player. With Spring Broad (since you didn't go Egotist), your Attributes should have been more weighted to Agility and Confidence to make him a PT machine. You don't have anything bringing down your Sprinting SP cost, yet you want 90+ Sprinting. Maximize the build you can have rather than the build you want at this point (or retire him and re-build him properly).
I'd give up on the 90 Sprinting. With your Caps, you can get Rec Consistency to 82. If you go GOLD PT and max cap RC, you'll have a very good WR. Invest in Vertical and Diving to expand his range of triggering PT. It will also get you some uncontested catches because the CBs won't have the catch radius you do (though you should have gone for a 6'6" build instead of 6'2"). This will offset the 46 CiT you have. It's not a contested catch if you jump/dive 6" higher/longer than the CB.
Finally, this is the Shifty build that gets this stat line against the #3 in Tier team:

Your best SA only fires up to 40% of the time vs. up to 50% for Belgarion
Your best "powered by" SA is RE at 60 vs. Belgarion at 86
This is what I mean when I advise agents to "power" your SAs. You have too many SAs powered by too low of scores. It's going to take you a lot of time and diligent SP spending to fix this.
