It's hard to want to play for a team where the team owner is inactive, if there is a GM or other coaches involved then it is not a problem. But if the other is inactive ,for a long period of time, i suggest that either the player should be able to get offers from other teams, or at least let the CPU take over for the owner until he/she is back.

Inactive is basically CPU. You can be signed away by other human teams just like if you were on a CPU team.

Inactives owners teams act like a cpu tea, players can get offers from human teas, letting someone run a cpu tea would lead to bad things.
