Yes, given a situation where the #2 or #3 is super close in rating and gains more than the #1 team.

Yes - it is possible if they were REALLY close to #2...

and say #2 beat the #3 team
and #1 beat the #15 team

The margin between the two would have to be very close though.

Also more likely in league games where you can be matched down pretty far, and the #1 team might not gain anything.

They have to be kinda close. I'm not really sure how far apart teams are; there's been some movement in the top 10 lately.

I wonder if the real reason we can't see the ELO is because the formula is still being tweaked occasionally -- to make sure there are still fluctuations reasonably possible at Vet (and with the other tiers)

Based on what Corndog has said - not a chance. The formula is dead simple and is in fact just an imported library call. It only takes 3 values; rating of each team and the "K" value. They could adjust the K value in certain situations if they wanted (make playoffs worth more, for example) but there's not really much value in doing that, and I doubt they bother. It's hidden because GLB2 believes that making it visible would cause more problems than it solves in terms of customer satisfaction with the process and explaining how it all works.

What's tweaked occasionally is the rules for ladder matchups - what teams you can be matched up against. And they've been pretty up front about how those rules are changed. Also, they've at times adjusted how the starting ELO rating for new teams is determined.
