The Tactics versus builds question is a chicken and the egg type thing.

I'd say you've missed a couple factors as well:

15% RNG
35% Build Strength
30% Tactics (This is more so that bad tactics keep you from winning, where as "great" tactics can sometimes not work with the non-ideal build)
10% Depth Chart Management (Having the right player in the right place , ensuring equal rotation)
10% Chemistry (Though way more at the QB position)

Chemistry is builds.

Depth Chart is tactics.

As mentioned earlier in the thread I think the ratio of importance of build vs. tactics shifts as you move from rookie to vet. Tactics have a much larger effect in rookie ball because builds (even good builds) have not had a chance to mature. As you go farther a long, the difference between good builds and bad builds become more obvious and just having good tactics isn't enough to overcome bad builds.
