I might buy a scrim against a CPU team with a lot of human players to work on some tactics,

but as it is now there's no point in paying to scrim Sophomore or Journeymen teams.

I'm talking about my rookie team, but it could also apply to other levels.

Find a team you'd like to scrim, enter your team number in 'XXX' and enter their team number in 'YYY'. No need to rely on the quick scrimmage list (they still have to be open for scrims, however).
