Like if some of the criteria does not fit what you have in your tactics. Will the order have anything to do with calling a play?

No, not if it works like GLB1 did. There's a progression with the tactics. Your call is tied to your percentages.
If say the roll is for your defense to use a Man, Pass Medium Defense, with no blitz, it looks in your playbook (in the section related to the # of WRs the offense has on the field) for the exact match. So if I have Cover 2 Man Under and no other matching play for that roll, Cover 2 Man Under is guaranteed to be called. If I have two matches, then my play priority comes into play, with that acting as a roll.
If I have no matches for the roll, then it eliminates criteria and starts trying again. For example, and I'm not going to reveal the order because there's some tactical-know-how in this response, if you eliminate 'Man' from the list, you then have the sim checking your playbook for a Pass Medium Defense with no blitz. If still no match, it then goes to, let's say, eliminate the blitz. If there is still no match, it goes back again, eliminating the length.
If after rolling back there is no match at all (e.g. you have two pass defenses in your playbook section and your tactics are calling for 100% run outside, then it picks a play at random (unsure if play priority comes into play at this final level, but it'd be a fair assumption it does).

And for the tactical-helpless, the above is how you can manipulate your playbooks and tactics to call the exact play you want every time. Including manipulating things for third/fourth and short or your prevent defense. It's not perfect as the plays themselves are labeled pretty blandly, but there's plenty of wiggle to manipulate.
