I'm 5th in our tier right now on seasoned and I've played Journeyman twice while the top tier in the team has drawn a seasoned and a journehman team. It would be great if you could just find a way to make the top 5 teams play each other in a cycle even as now my defending championship team is 2-2 because of these ladder draws

Exactly. Plus, if you are losing to teams that are in a higher tier but were near you in rank, then the ladder should correctly move your lower tier team down and the higher tier team up.
