Yeah, you are making the wrong assumption that the "Short/Medium/Long Pass" Percentages only apply to plays marked "Pass" but thats not the case.
I would agree it would make WAY more sense this way, but just forget the "Pass" in there...Short tactics will always call short plays whether pass/run, pass, inside- or outside run.

Okay, I just ran a scrimmage with only a short pass blitz D and thunder smoke as the only 2 options for every formation. All situations were set to 100% short pass. It appears you were correct...thunder smoke never got called except for the occasional third down. I stand corrected.
