It doesn't look like my WR and LB are going to get a contract offer from anyone. At what point do you just sign with a CPU team? Is there a point in the season where a human team can no longer sign new players?

You can be signed by a human team at any time unless you are already under contract with another human controlled team. So you could sign with a cpu team and continue to try to find a human-controlled team during the season without having your player fall behind experience wise.

You can also choose not to sign with any team, and you player will stay exactly where he is right now and try to sign with a team next season
