Is it possible to respec while on a team during the offseason

Yep when it is the offseason you can respec team or no team

By respecing you get your SPs and APs back from the current season, right?

Does it include the level up bonus (e.g. 6000 Sp for rookie --> soph). And whats with the boosts? Are they included as well?

Yeah, boosts+ end of season SP reward, all yes, if you spent it from off-season last year it will be returned. You just gotta respec before this off-season ends.
