Have they made it to where you can build and join at anytime and catch up to rest of players at that level or do u still build in the offseason and so forth... Im behind have not played in 3 years and wanting to get back in. Any info would be appreciated

there is a catch up option when you make your toon.

You can make your player "experienced" I'm pretty sure it defaults to experienced, so that when you make a new player it will be as if he was made on the first day of the current season, and had been on a team the entire time gaining XP.

Also a couple of notes that new players tend to ask quite a bit:
Playing time has no bearing on how much xp you get, whether your player rides the pine or plays every down, he will get 750 XP for every league and ladder game.
Also as an added bonus, every 6th game you get either a 2500 point bump or an ability point.
Also, SP boosting is something that simply gives you more Sp to spend, and it never goes away, so boost early and boost often.
Don't make the mistake that I and quite a few others have made, and buy the career boosts until you are certain that the particular player will be playing after his 6th season. I wasted a good amount of flex, because I didn't understand what I was doing.
