Right now -- and please correct me if I am wrong -- it seems that only owners and GMs can run scrimmages. As you can imagine this can get costly for one or two people and several other members of the team might want to contribute their flex. It's also a way of raising some more money because it increases the amount of people who will be spending flex on scrimmages. The owner and GM can still maintain control of a runaway coach by firing him or her.

You have to charge flex for it. GLB2 programmers have to eat.
