Utterly baffled!

In my Defense tactics I have short set as <=10Yds.
Medium is set to <=18 Yds

Therefore any down and 10 yds to go is considered by the game as a 'short' play (because I set my short distance at <=10yds) and a short defense play will be called from the playbook. Right? Please tell me that's correct.
Any down that is between 10.1 and 18 yds will be considered a medium distance (because I set my medium distance at <=18yds) and a medium play from the playbook will be called. Right? Please tell me this is correct.

Whilst every cell, neuron and synapse in my brain that is concerned with logic affirms to me that this is logical and must be right (what the hell else could it be?), it plainly isn't correct.

In first and 10 situations, the sim is calling my 'Medium' defense plays.
In case there's any confusion over what i mean by a medium defense, here's one:

Zero Double WR
Medium 2WR Pass/Run Man Defense

Surely, this play would not be called in a situation that I have determined in the tactics as 'Short', because it is a MEDIUM play.

You're confusing the definitions there. The playbook labels refer to the type of play it is in reference to your % in down and distance stuff.

This refers to the number you put in the category "Pass Med" That is the % chance that the sim will a medium play or short play or long and so on.

The numbers up top that you're changing have to do with the definition of the distances. The section labeled '& Short' is what you're changing not what sorts of plays will be called there. You should change those numbers up top back to the defaults.

If you don't want 'Medium' plays to be called under 10 yards, then set the number under 'Pass Med' to 0 for the down and distances you want.

The definitions at the top of the tactics page refer to the game situations used by the tactics to determine which set of percentages to use in the dice rolls. But when you look at the list of game situations, it has pass short, pass medium, etc. which refer to a type of play that lives in your playbook.

So when you set short to being 10 yards, what you did was told the sim to use the tactics settings for short on downs where the offense has 10 yards or less to go for a first down. But once it picks the line it's going to use, it's still going to pick v-short-long passes, inside or outside runs, zones, and blitzes based on the numbers you put in that line.

Now, if you really want to use short pass defenses when you are in your definition of short on tactics, you need to go through your playbook and make sure that every possible formation has a short pass defense available, and then on your tactics set all passes EXCEPT short to 0. Then when the sim rolls the dice for short situations based on your definiton, the only thing it will choose is a short pass, and since it can find a short pass in your playbook no matter how many WR's the offense is using, it'll call that defense.
