Like why even save up for a SS HB if you can just do the same thing with a FB?

If you coach/own/OC one team you could make sure he gets the snaps needed for it to be worth it, so why not?

If you plan on lining up your FB at HB, the answer is simple - you can't. The game will not let you put a fullback at HB.

If you just mean "use a lot of FB running plays", people do that already. But fullbacks aren't as good as halfbacks at some jobs, due to different skill coefficients, plus there are fewer FB running plays.
