Why is it that a TE can play at any WR slot but a WR can not play at a TE spot?

If we were allowed to play FBs at HB then yello would just sign 4 FBs and rotate them through the FB and HB rotation.
Playing OOP is unnecessary, just get more ppl

How do we know we can not do that now? I mean. Has anyone not signed a HB and just all FB to see how the game reacts and who plays the HB spot?

Your FBs will line up in random spots, like in pickup games. Kicker, QB, CB, etc. its pretty random
