What happens if i get enough points to complete by SS bar for 1 tier twice?

So let's say i'd get 30 tier 2 points next season, would i be allowed to create 2 tier 2 Superstars? Or will it count as 1?

You won't, if you have one superstar and 150, 100, 50 the bar won't refill until you retire one of those players, then you have to build it back up
