I actually think they should do away with it, since there is only 43 players now.

Can't, otherwise people would build position X to play position Y where position X gets a huge discount of SP cost.

Also Depth Chart restrictions prevent most of the OoPP anyway.

Do OOP penalties count during SP TEAMS plays also?

There are only two positions that could be considered OOP on STs, K and P.

No there are not only two.
There are special teams positions labelled: DL1,DL2,DL3,DL4 on punt return. If I plug in an offensive player in those positions for blocking purposes will they incur a penalty?
There are special teams positions labelled: LB1, LB2, LB3 on Field goal block. If I plug in a FS in one of those positions will he incur a penalty?
There are special teams positions labelled: LOT, LG, ROT, RG on punt. If I plug in a defensive player in those positions for tackling purposes will they incur a penalty?

I understood what you were saying. You don't understand what I said. The only two that are eligible to incur the OOP that you need to worry about are K and P.

Olineman on punt returns will prob get the OOP but they'll still block better than defenders.
Dlineman on punts will prob get the OOP but they'll still pursue, break blocks, and tackle better than offensive players.
I'm unsure with those because it was unclear when they opened those slots to be filled by most players if they also dropped OOP like SE1 and such.

EDIT: I didn't even think about FG block and FG Oline. They'll get the OOP but those players don't matter at all on those plays, put in backups to save energy.
