This seems to happen when going from high to low contracts but no other time
Is this supposed to happen?

Was chemistry above 50? Max chemistry on low contract is 50.

Is there a max for med contracts?

medium and high contracts can reach 100 chemistry. High contracts simply increase the chemistry gain rate by 50%, and give +25 heart to the player.

+25 heart is really nice on quarterbacks. You don't want your QB to morale spiral.
