Looks to be the play design. LOLB is in a zone. MLB has the HB. TE would be caught in a zone of sort in any way except when he goes off to the sidelines like that. If you wanted the LOLB to cover the TE just use 2 Man Under itself. But ya it gets confusing without knowing the coverage assignments.

I guess that makes sense, it just seems to me the CB should change assignments if they're going to an uncovered area.
