I think that during the offseason, any players signed should gain at least a small amount of chemistry. Consider this the off season work-outs, and team meetings. Maybe just a blanket 5/day, so if you sign on the first day of offseason you start with 15 chemistry, nothing serious but better than zero.

That would take away from the impact of chemistry. I could see this working if it took ~1.5 seasons on a medium to go from 0-100 chem. I don't think new signees should start with any amount of chem above 0, but 5 chem each day in the off season sounds logical. Free agents signing earlier have more time to gel with them team. If contracts gave 1 less chem per game this could be implemented without decreasing the window that chemistry is a relevant modifier in games.

I had a suggestion thread about this a while back - had some support (Corndog was for it). I'd agree with basically anything to improve chemistry over the offseason.

Chen in the off-season makes sense but it should be very small and it should be weighted in some way towards returning players
But Chen should also have more of a chance to go down
