Barry Allen didn't have 80+, and that was with the reduced skill costs in sprinting and quickness due to egotist/superstar/speedster combo. I'm guessing that a 95/95 or 100/100 quickness/sprinting bot will not be able to get 80+ conditioning due to the caps and/or the costs.
For a non-superstar super-speedster WR I wouldn't go with more than 60 conditioning or you aren't going to have enough points left to spend in footwork, balance, snap awareness, receiving hands, route technique, route evasiveness, receiving awareness, consistency, vertical, diving, and heart.
You'll have a bot that can get wide-open on every snap, but you'll have numbers like 19 targets 2 receptions 75 yards. With a little sacrifice to conditioning, you will get more receptions and more long scores.
