You've got owners who are inactive (have not logged in) and those who are not actively filling teams as well. I took it upon myself to email about a dozen owners whose appeared active and whose teams had pretty significant roster CPU postings by going league to league and looking at the bottom teams. Only one replied and it was "hey thanks but I dont have time to run the team". Understandable sentiment, just pointing out that retreading inactive owners during the course of the season could provide some relief for those looking to get involved on human teams.
Yes, you are correct with the inactive owners and those demands are somewhat inaccurate. I may not have posted it anywhere, but I had an LB I had to retire because I released from my team for someone else and couldn't get my guy on a team so I retired him. Also, it could be basing off of the cap on the roster spots where not everyone is going to, nor can they fill every slot cap. So, yes these could easily be inaccurate if it is basing it that way giving people a false sense.
