To put it into perspective, being able to rotate out players on a situational basis is an essential part of the American football game as well. But since Bort has repeatedly said there would be no custom slots for every player (rather than merely "skill" positions) it is pretty much dead in the water also.
It is my firm belief that Bort does not know how to make the interactions work from a coding standpoint, hence being dead set against it.
There are quite a few suggestions that would make the game more realistic (which obviously Bort does not want for some reason), but they have been repeatedly shut down with little to no explanation other than "we just don't want to do it."

Sure it would, but part of the (my) solution would be to implement custom slots for ALL players (which Bort has said will never happen). There could be tactics settings (or check boxes, whatever) that say, for example: If Team A runs the same or same type of play a certain number of times in a row then Team B's defense should be expecting a certain type of play next (also based on down/distance though).
There are actually a handful of ways I can think of off the top of my head to make play action work, but they all depend on custom slots, so I don't bother wasting my time there.
