I was told if your a GM on glb2 its the same as co-owner on glb so it show allow you to see it.

When looking at team page there is a yellow tab that reads "EDIT GAME TACTICS" as well.

Tactics are all 100% user owned on GLB2. You don't even have to be a GM to make tactics and playbooks.
