Not sure why after 37 seasons of being inconsistent and now the leaders moving on to GLB 2, why anyone would expect newfound consistency at this stage of the game.

Exactly. The rule was that if a WL team guts then a WL team stays, but if a Pro team declines then another Pro team promotes.
