Here's my guy
Strength: 29.02
Speed: 12.4
Agility: 25.81
Throwing: 58.8
Stamina: 25.4
Vision: 37.8
Confidence: 22.94

only SA points in Pocket Passer Tree: 4 5 2 2 1

any thoughts? i keep overthrowing wideouts and throwing into double coverage down the field.

Improve vision to the soft cap and get your stamina up as well

I have max vision and he still throws into triple coverage. So dumb

I had a problem with the same thing when I was around your level. I kept improving throwing but keep in mind at level 13 no matter what your build you are going to throw some bad passes. The other thing that will help with over thrown balls is receivers with good jumping scores, but if they are around level 13 like your QB then odds are you just kind of have to live with it while your team grows since there are some other stats that they should probably be working on before jumping. The suggestions you have so far are good for building your player in the long run, but I don't know if I would blame vision for throwing a ball too high.

I've noticed low level QBs have issues over throwing curl routes. That seemed to be the most common pass that would be over thrown when I was having that issue last season. The WR would run out a few yards then come back and the ball would go sailing over his head to the CB waiting a couple of yards behind him. Since those are also very fast passes that fits with your description of the QB throwing them early. You might consider changing your offense' pass length tactics, but again I think the issue is just that low level players make mistakes.
