Prep starts to group teams based on level of competition (adds Competitive). Dots are starting to round out a little more in terms of builds so they're a LITTLE more bearable to watch. Otherwise its pretty much the same.
The obvious answer to your question is that Prep league is for age 40-80days, and Rookie League is for age 0-40
