If a team in Regional Elite wins the whole League, do they get an invite to World League? Or do we have to go and slog it out in National Pros too? What advantage if any, besides better competition, do Elite get?

None. From what I hear the teams that do well (make the playoffs) in elite will go to the national leagues. Regional teams that do well will go to Elite.
