Over my last 4 levels I have gone from a +1 to a -1 effectiveness. My build is open...any suggestions?

Sure.
Reasons why your effective level is going down compared to actual level:
1. You're a boomer (str/kck/con are majors) and you'd decided to nearly cap vision which is a minor.
2. Did not go extreme enough on kicking (81 is a good stopping point)
How to fix the build (though it will never be ideal):
1. Cap confidence now
2. Go back to kicking and push it to 6th cap natural
3. While 1 and 2 are going on, pay attention to the decimal on vision and cap vision before it will roll past the next cap.
4. Train confidence normal while pushing kicking
5. Push confidence to at least 4th cap natural, preferably 5th since he's behind.
6. 4th cap strength
7. 5th cap vision
8. everything else.
