I believe he is talking about all backs since he provided examples of single back and shotgun formations in the middle 2 examples here.

That being part of the code forever, and it is not related to a play of formation

(I have no clue about the dots build, but they are obviously good).

But we are not allowed to be worried about that. The new DPC will fix everything

however, if there is anything to say that it is programmed correctly, then this isn't a bug, but a suggestion.

That always was and always will be a awful statement. Codes are not generated from mid air and bug are 99% of the outcome of how the code is written. Unless you know for a fact that Bort wanted it to work this way the argument is false.

Well, I and others brought this point up during testing discussions, we had reservations that the backs should be more likely to start to the outside in certain scenarios, but the reply was that this is the way its going to work, and we would have to agree to disagree. The decision was to stop possible nano blitzing destroying the game, as all other scenarios can be stopped with solid blocking AI being utilised.
Try as we could to break that logic down, we had to admit it made the most sense, but we still felt it could lead to outside exploit blitzing and advised Bart/Catch of such.

After a few days live testing, it was reviewed, addressed and all backs were given a speed/agilty bump when blocking, so this is working as intended.

All Backs work on an inside out blocking logic, they can spot an outside blitz right away if they have the right builds/RNGs, but the scripted first step does not pull them so far out of position they are unable to make a play. It does however stop nano blitzing.

I also don't think this is a bug. The step we are talking about is tiny and doesn't affect high level players as you freely admitted.

Making changes to assist players in a certain level range is a suggestion.

NOT LIKELY A BUG
