rlurie, what does the AI tester say your output is with 20, 19, 18, etc down to 1 seconds left with 1 timeout remaining?
(In my opinion it should call a timeout with 1 second left and the game tied regardless of what your output is, but in the sim I think it matters if you have it set to run, pass, spike, kneel, or kick.)

After reviewing this - it's not a bug.

First thing that should be done in these instances is to run the AI tester. Here is what you get when you do:

Matching Input
Input Named: 2nd and <3

Possible Outputs
50% fb (Package: FB Runs)
50% Inside (Package: Inside Rush)

If you go down the unmatched inputs for where the user has his end of game FG setting in the 4th quarter you will see this:

Matched Time Remaining? No
Matched Down? Yes
Matched Spot? Yes
Matched Yards to Go? Yes
Matched Score? Yes
Matched Special Sit? Yes
Matched Clock Running? Yes
Matched My Timeouts? No
Matched Opp Timeouts? Yes

If you look in the AI, the input calls for:

1) time to be less than 17 seconds. It's not here.

2) For the team to have 0 timeouts. They have 1 here.

You need to change your AI settings. First, you need to have the time setting higher. Second, you need to have the timeout setting different. Either that or have multiple inputs for different "scenarios". As it is, this scenario never hit, so the AI went to the first match.

Closing as not a bug.
