Lots of ways to skin a cat, but if I was starting a HH mlb I would go Agility first to 77, then it just depends on what you're going for, a case could be made for Tackling, Strength, or Vision. Either way, I would put speed 3rd or 4rth in line, you'll still want plenty of that.

AEQ:

Make Tackle %
Force Fumble %
Monster Hit
Make Tackle%, Force Fumble%, Defense General, Change Direction or something else as the fourth.

Rough targets for the finished build:

80-90 Strength
125+ Speed
90+ Agility
80-90 Tackling
70-80 Vision

This, though I'd slightly differ in two respects:

1) Getting a break block % piece instead of force fumble %. Fumbles have been way down the last few years, and the break block bonus--combined with Shed Blocks--would help in run support, which should be the overarching priority of a HH LB. I could see doing two make tackle % pieces, a break block % piece, and Defense General/Change Direction/Shed Blocks, for instance. Or one make tackle % piece, one break block % piece, and then two other pieces.

2) Bumping up speed to 130+, only because of how fast opposing HBs and scat FBs will be in the coming seasons. Like Fu said, you'd want to address it either third or fourth in your build order; you could theoretically take it to the 81 cap and then stick most of your equipment there (maybe all four regular pieces, leaving custom to place elsewhere). Taking agility to 77 should give you enough for acceleration and lateral movement.

Finally, another possibility is to just multi-train longer and go with three AEQ pieces instead of four. There's pros and cons for both directions; I've decided to do three for all of my LBs (with the exception of the oldest one, where I don't have a choice but to do three) in order to gain more build value through training. The virtual player builder is your friend in making the best choice.

Anyway, my two cents.

A follow-up question as I will be making an MLB next season for the first time since season 1. Should he be small-fast, big-strong, somewhere in between? Just curious...

I'd go somewhere in between. Maybe... 6'2" and around 235-250lbs? I'm not sure how much size actually factors in now days but just look at your prototypical MLB in real life who does what you're hoping for yours to be like and base it off of that. At least...that's what I do lol. Maybe Ray Ray or P. Willis?

LB weight is a tough question, Coverage guy should be tall and light, but beyond that a case could be made for many shapes and sizes.

A light LB will dodge blocks better, but a heavy one will shed them better. Depends on how you think your dot will win his matchups.

I made my hh MLB as short and as heavy as possible, I'm not sure how much height really effects him, but I thought maybe it would give him a better bonus to speed or something.

MT%, MH, BB% and either a 2nd MT% or BB%

Get CD for a bonus

My HH will be over 130 speed at next season (lvl72) I would predict future HHs to go beyond that with perhaps 135-140 Speed
Cap Strength, then Agility, Tackling, Vision and finally speed with all EQ into speed....
I would actually consider Agility before Strength tbh.
77/77/74/68/80+ while getting conf, stamina, jumping to 55ish
